Typhoon Cecil 1982

Typhoon Cecil (also known as Typhoon Loleng) formed in early August 1982 near Truk (now Chuuk), developing into a typhoon by August 7. It reached peak intensity with winds of 160 km/h (100 mph) on August 10, causing significant impact across Taiwan, Japan, and South Korea.

In Taiwan, despite not making landfall, Cecil's outer rainbands caused heavy rainfall and landslides. Flash floods led to 19 deaths, including 4 in Wugu District, where 2,800 families were stranded. In Japan, the typhoon dropped record-breaking rains, with 500 mm (20 in) recorded at Nakagoya Station. Strong winds and flooding resulted in three fatalities, two injuries, and widespread power outages.

Cecil weakened as it moved northward, striking South Korea on August 14 as a minimal tropical storm. Heavy rainfall of up to 550 mm (22 in) caused landslides across 10 provinces, leaving 35 dead, 28 missing, and 28 injured. Nearly 1,300 houses were flooded, displacing 6,200 people and causing $30 million in damage. The hardest-hit areas included Sancheong County and Changwon City.

Overall, Typhoon Cecil caused extensive destruction and loss of life across multiple regions.
