New York City's 2nd Council District covers parts of Manhattan, including Lower East Side, East Village, Alphabet City, Gramercy Park, Kips Bay, Loisaida, Murray Hill, and Rose Hill. It overlaps with several community boards and state and federal districts. The district has a majority-white population but includes a significant Hispanic community in Loisaida.

The district is represented by Democrat Carlina Rivera, who assumed office in 2018 after Rosie Méndez, a fellow Democrat, stepped down due to term limits. On December 10, 2024, former politician Anthony Weiner announced his candidacy for the seat.

Since 1991, the district has been represented by four consecutive Hispanic councilmembers, three of whom were also LGBTQ+ individuals. The district is considered a safe Democratic stronghold, with a history of electing progressive candidates. Notable previous representatives include Miriam Friedlander (1974–1991), Antonio Pagán (1991–1997), Margarita López (1997–2005), and Rosie Méndez (2005–2017). The 2021 City Council elections introduced ranked-choice voting, which allows voters to rank up to five candidates. If no candidate wins a majority of first-choice votes, the votes are redistributed based on rankings until one candidate secures more than 50% support.

The district's political landscape reflects its diverse and often progressive constituency, with a focus on issues important to both the LGBTQ+ and Hispanic communities.
